The Land Value Works Against You Here
Counterintuitive and it is the single most important thing to understand on this side of the city.
The fifty per cent test measures the cost of full repair against the market value of the structure alone, with land excluded. On a South Tampa lot where much of what the property is worth is the ground it sits on, the structure figure is far smaller than the price anyone would pay for the address.

Can I Challenge the Structure Value?

Where the lowest floor including electrical and mechanical equipment already sits at or above the level the Florida Building Code requires, the building is compliant and can be repaired or reconstructed without the rule applying at all.
Plenty of property on this side of the city has been elevated, and plenty of owners of elevated houses do not hold or cannot find the certificate that proves it. On a South Tampa file that document can be worth more than any repair decision.
What If I Do Not Have One?
We publish no flood zone determinations, structure values or elevation conclusions for individual South Tampa addresses. The floodplain administrator, the property appraiser and a licensed surveyor hold those respectively.
Older Stock Cuts Both Ways
Much of the housing here predates the modern code, which lowers the structure value and therefore the threshold. It also means older framing, which chars rather than failing at connections and can frequently be assessed and retained.
So the same age that makes the rule easier to trigger also makes repair more feasible. Where the cost to full repair stays below the threshold, that combination is genuinely favourable, and establishing both figures early is what tells you which side you are on.

The Numbers Behind a South Tampa File
The threshold is 50 per cent of the structure's market value with land excluded, under the definition at 44 CFR section 59.1 carried into the Florida Building Code. The cost is measured for full repair to before-damaged condition even where the owner elects to do less.
Separately, the roof threshold is 25 per cent of a roof area or section in any 12-month period, with the statutory exception at Florida Statutes section 553.844 applying to roofs built to the 2007 code, effective 1 March 2009.
