Whether My House Is Substantially Damaged.

The floodplain administrator makes that determination on any damaged building in the Special Flood Hazard Area, regardless of what repair work you propose to do. It is not a claim you make or decline to make.

Whether I Have to Elevate.

Follows from the determination. Where a structure is substantially damaged it must be brought into full compliance with the floodplain regulations and the Florida Building Code.

Whether a Variance Is Available.

Variances exist and are usually granted subject to conditions. Your community decides, and it is worth asking rather than assuming the answer is no.

Whether the Historic Exception Applies.

Where improvements to a historic structure meet specified criteria and the community approves them, the building does not have to be elevated or floodproofed. Again, their decision.

How Close Am I to the Threshold?

Cost to full repair over structure market value excluding land. Both halves are knowable and most owners have never seen either written down.

What Is My Structure Worth on Its Own?

The county property appraiser holds a figure for the building alone, which is not always shown publicly and can be requested. It is the denominator in the whole calculation.

Can I Challenge That Figure?

Usually by submitting an appraisal from a Florida-licensed appraiser that excludes land value and does not use the income capitalisation approach.

Do I Need a Full Roof Replacement?

Turns on whether the roofing system or section was built to the 2007 Florida Building Code or later, which took effect on 1 March 2009. The last reroof permit settles it.

Am I Already Compliant?

If the lowest floor including electrical and mechanical equipment sits at or above the level the code requires, yes, and the fifty per cent rule does not apply. An elevation certificate demonstrates it.

Where Would My Certificate Be?

Commonly in closing documents or a flood insurance file. Where none exists, a surveyor can produce one, and on a possibly compliant house it is the highest-value expenditure available.

Am I in a Mapped Zone at All?

Your floodplain administrator will confirm it and FEMA publishes the mapping. Free, and the first thing to establish.

Which Jurisdiction Has My Parcel?

The county property appraiser's record names it. Tampa, Temple Terrace, Plant City, unincorporated Hillsborough and the Pinellas cities each run their own programme.

Once both fractions are established this is preference rather than analysis, and it does not need justifying to a buyer.

Should I Take the Fastest Offer or the Highest?

Depends what certainty is worth to you, and that varies enormously between owners.

Do I Want to Elevate a House I Was Going to Leave Anyway?

A fair question and yours alone. Compliance is a requirement of doing the work, not of owning the property.

Is My Adjuster's Settlement Fair?
