Elevation Changes Over Feet, Not Miles
This is flat country and that is exactly why the mapping is unforgiving. A few feet of ground level separates a parcel inside a Special Flood Hazard Area from one outside it, and those few feet decide whether a fire engages the fifty per cent rule.
So neighbourhood generalisations are close to useless here. Two houses on the same street can be in different zones, and the answer for your parcel is a lookup rather than an impression. The rule itself is set out on our page covering the fifty per cent rule.
And the Structure Value Varies With the Land
The second half of the calculation. Where land is expensive relative to the building on it, the structure market value that forms the denominator is proportionally smaller, which makes the threshold easier to cross.
That is why an owner of a modest older house on a desirable lot is more exposed to the rule than an owner of a newer, larger house on a cheaper one, even with the same fire.
